The council also has the authority as the legislative organ to finally determine the agenda from the local government for important matters.
The council deliberates the general policies about the people's imposition, ordinance enactment and group operation and finally determines them.
As the self-governing legislative organ
The council has the authority as the self-governing legislative organ to undertake the ordinance enactment, which is the statute of the local governments.
Executing the self-governing legislative right is the very basic function of the council
